President Lizette Navarette Appointed to the CEOCCC Board 听
The CEOCCC Board听(Chief Executive Officers of the California Community Colleges) is made up of elected college presidents or chancellors to represent a particular region.听The Board takes positions on and formulates education policy issues that come before the California Community Colleges Board of Governors, the State Legislature, and other relevant state-level boards and commissions. This policy board provides input to the League Board to advance the mission and effectively serve the organization鈥檚 member colleges.听听
Dr. Lizette Navarette was recently appointed to the CEOCCC Board as an At-large Board member.听Congratulations听to President Navarette!听

At the May 8, 2025 Board Meeting, Michelle Dicus, Associate Professor of Chemistry, was recognized for earning tenure this year. Her hard work, dedication to students, and contributions to the college were celebrated as part of this important career milestone.听听

- June 26 – 听Woodland State of the City
Woodland Community College is proud to partner with the City of Woodland as the host site for this year鈥檚 State of the City event. During the program, we will officially launch Reconnect @WCC鈥攁 redesigned local Promise program focused on reengaging adult learners and helping them return to college to complete their degrees or credentials. This collaborative effort reflects our shared commitment to educational access, workforce development, and socio-economic mobility.听

Meet Our Staff!听
Tami Banta: EOPS/CARE/NEXT UP & CalWORKs Administrative Secretary听听听
If you鈥檝e visited the EOPS office at 糖心破解版, you may have already met Tami Banta the Administrative Secretary for EOPS/CARE/NEXT UP & CalWORKs. But what you might not know is that her journey with the District actually started as a student worker in 2021. Now, nearly two years into her full-time role, Tami continues to bring energy, heart, and a deep sense of purpose to everything she does.听
鈥淚 really enjoy all of my job,鈥� she says. 鈥淚 love how fast-paced it is, and I especially enjoy talking with students, getting to know them, and showing them all the support and resources they have access to.鈥� Whether she鈥檚 juggling event prep or helping a student navigate their next step, Tami is always ready to jump in and make a difference.听
Outside of work, Tami鈥檚 world revolves around her 9-year-old daughter, who鈥檚 currently playing softball. Much of their free time is spent on the field at practices and games鈥攕omething Tami loves. 鈥淚t鈥檚 so fun to watch her grow in the sport and really become passionate about it,鈥� she shares. The two also enjoy crafting together.听 
A grounding piece of advice from her mom鈥�鈥淪tressing won鈥檛 change anything鈥�鈥攈as stuck with her over the years and continues to guide her when things get hectic.听听
At the heart of it all, Tami is driven by her commitment to underserved students. 鈥淚 really believe in the work we do. I love watching students strive to better themselves, and I鈥檓 so grateful to be in a position where I can help support their goals.鈥�听
With her warmth, dedication, and a true passion for helping others, Tami is more than just an administrative rockstar鈥攕he鈥檚 a vital part of what makes the college so special.听

At the May 8, 2025 Board Meeting, the Board recognized Student Trustee Shawn Tan for his commitment, leadership, and dedicated service to the student body and the District. His term concludes as the newly elected student trustees for 2025鈥�2026 prepare to take the Oath of Office at the June 12, 2025 Board Meeting.听

Fiscal News听
As we approach the close of the fiscal year, I want to share important updates regarding the 2025鈥�26 Tentative Budget and the implications of Governor Newsom鈥檚 May Revision to the State Budget.听
On May 14, 2025, Governor Newsom released the May Revision, which addresses a $12 billion General Fund deficit amid worsening economic conditions. The Governor emphasized that federal tariffs and trade disruptions have negatively affected financial markets, resulting in a $10 billion reduction in projected capital gains revenue. These pressures, combined with the volatility of California鈥檚 progressive tax structure, have led to a significant revenue decline.听
To close the gap, the May Revision includes:听
- Spending reductions across one-time and ongoing programs;听
- Strategic fund shifts and internal borrowing;听
- A $1.3 billion reduction below the Proposition 98 minimum guarantee to avoid future overpayments;听
- A $540 million withdrawal from the Public School System Stabilization Account (PSSSA)鈥攚hich will fully deplete the account by the end of 2025鈥�26.听
The total proposed State Budget stands at $321.9 billion, with $226.4 billion from the General Fund.听
California Community College Budget Highlights听
The May Revision maintains a focus on stability for the California Community Colleges, while continuing to support priorities of the Master Plan for Career Education. We appreciate key investments in system operations, including:听
- 2.3% COLA for apportionments and selected categorical programs听
- 2.35% enrollment growth听
- Continuation of the SCFF 鈥渇unding floor鈥� based on 2024鈥�25 revenue levels听
However, several significant reductions and structural concerns warrant attention:听
- Rebenching of Proposition 98 shifts $492.4 million in TK expansion funds entirely to K鈥�12 education, reversing prior years where community colleges received 10.93% of that share. This change poses long-term implications for CCCs’ share of state education funding.听
- Notably, $260 million of one-time funding鈥攑reviously allocated to community colleges鈥攊s now being retroactively applied to K鈥�12. These funds could have supported critical CCC investments in growth, cybersecurity, AI-based fraud mitigation, and deferred maintenance.听
- Elimination and reduction of technology and student success initiatives:听
- $168 million reduction for the Statewide Technology Transformation initiative听
- $133.5 million reduced to $12M from the Systemwide Common Cloud Data Platform听
- Career Passport funding reduced from $50M to $25M听
- Credit for Prior Learning cut from $43M to $15M in one-time, and ongoing funding reduced from $7M to $5M听
- Rising Scholars Network ongoing funding reduced from $30M to $10M听
Total CCC Proposition 98 funding: $12.91 billion
CCC General Fund share: $8.47 billion 鈥� a 6.3% decrease from the prior year听
SCFF and Operational Adjustments for California Community College System:听
- $210.2M one-time to fully fund SCFF in 2024鈥�25听
- $104.7M ongoing to fully fund SCFF in 2025鈥�26听
- Growth adjustment increased from 0.5% to 2.35%, adding $109.5M听
- COLA revised down from 2.43% to 2.3%, reducing funds by $13M听
- Property tax backfill increased by $89.6M听
- Fire-related tax backfill of $3.8M (2024鈥�25) and $8.1M (2025鈥�26)听
Cash Deferrals
To preserve state liquidity, the May Revision proposes a $531.6 million deferral of SCFF payments from May鈥揓une 2026 to July 2026. This one-month shift requires districts鈥攊ncluding ours鈥攖o closely monitor cash flow and liquidity as we close the fiscal year.听
Looking Ahead听
While we appreciate the inclusion of a 2.30% COLA and 2.35% growth funding in the Governor鈥檚 May Revision, our primary concerns are focused on the fiscal outlook beyond 2025鈥�26.听
One of the most significant long-term risks is the rebenching of Proposition 98, which permanently shifts $492.4 million in TK expansion funds from the community college share to K鈥�12. This change reduces the proportional allocation to community colleges and could severely limit our ability to sustain programs, invest in technology, and respond to future enrollment needs.听
Equally concerning is the fact that the Proposition 98 Rainy Day Fund will be fully exhausted by the end of 2025鈥�26, leaving no reserve cushion to absorb future revenue shortfalls. If economic conditions worsen, the state may have limited options beyond implementing deeper cuts or additional cash deferrals to community colleges.听
