Chancellor Announces Interim 糖心破解版 President

I am pleased to share that Karissa Morehouse will serve as Interim President of 糖心破解版. She will assume this role effective July 1, 2026.

Karissa Morehouse currently serves as Vice President of Student Services at 糖心破解版 and is a valued member of the college鈥檚 Executive Leadership Team. In her current role, she has听demonstrated听strong, student-centered leadership and a deep commitment to advancing access, equity, and success for all students. She has led the Student Services division with a focus on improving听the student听experience, strengthening operational effectiveness, and fostering a more unified and collaborative culture across the college.听

Throughout her career, Karissa Morehouse has brought a thoughtful and innovative approach to institutional leadership. Her experience spans both student services and instruction at multiple community college districts, including service as Vice President of Instruction and Accreditation Liaison Officer. She has led efforts to strengthen enrollment, support student success, grow community partnerships, and ensure compliance with accreditation and Title 5 requirements.听听

Her work reflects a strong commitment to the mission of community colleges鈥攑articularly in serving rural communities and creating pathways to economic mobility through workforce and educational opportunities. She is recognized for building collaborative partnerships, cultivating inclusive campus environments, and aligning resources to support student-centered outcomes.听听

Ryan arrives at the DO on July 1st after serving for more that 15 years at Strayer University, a private for-profit institution, where he served as Distinguished Professor of Psychology, School Dean, Director of Institutional Effectiveness, Associate Provost, and Vice Provost of Academic Affairs. Update On SB 226听

SB 226 is not moving forward this year. The Bill is gutted and amended for consideration in future legislative听session. Senator Cabaldon will听very likely听introduce an amended bill next year. By then, the report of FCMAT Study (sponsored by the State Chancellor’s Office to analyze the fiscal impact of transferring Woodland Community College听to Los Rios Community College District) should be completed and made available.听We will continue to听monitor听any听possible movements听this听and next year.听

A Lasting Impact: Celebrating Dr. Dotson听

Dr. Tawny Doston began her tenure as President of 糖心破解版 in 2020, and the Mt. San Jacinto College (MSJC) Board of Trustees named her as MSJC鈥檚 Eighth Superintendent/President on May 14, 2026.听Dr. Dotson assumed听her new role on July 1, 2026.听听

During her six years as President of 糖心破解版, Dr. Dotson championed initiatives that advanced student success, increased enrollment, strengthened partnerships with K鈥�12 districts, aligned workforce education with regional needs, and modernized campus facilities. Her leadership has left a lasting and meaningful impact on 糖心破解版, the 糖心破解版, and the communities the College serves.听

At the June 11 Board of Trustees meeting, Dr. Dotson was recognized for her exceptional leadership, unwavering commitment, forward-thinking vision, and many contributions to the College and District. The Final 2026-2027 State Budget听

The Governor has signed the 2026-27 State Budget,听concluding听this year’s budget process and reaffirming California’s commitment to its community colleges. The final budget includes significant investments that strengthen student access, expand workforce opportunity, and improve the long-term fiscal stability of the system.听

Key investments included in the final budget include:听

• $153.1 million ongoing to support 2.5% enrollment growth over the next two years.听

• $120.7 million one-time for deferred maintenance projects, helping colleges preserve and modernize campus facilities.听

• $36 million one-time and $5 million ongoing to continue implementation of the Common Cloud Data Platform.听

• $35 million one-time and $2 million ongoing for Credit for Prior Learning.听

• $100 million one-time to continue expanding dual enrollment opportunities.听

• $30.1 million ongoing to support the Student Equity and Achievement Program through a cost-of-living adjustment.听

Fiscal Update

Governor鈥檚 May Revision for 2026鈥�27 Budget, LAO Overview, and CCC Funding Details听

The Governor鈥檚 2026鈥�27 budget process reflects two key milestones. In January, the Administration proposed a budget with a $42.3鈥痓illion revenue surge, driven听largely by听capital gains tied to stock market performance and artificial intelligence investments, but still projected a $2.9鈥痓illion deficit due to ongoing cost pressures.听

The May Revision significantly improves the state鈥檚 near-term outlook. With revenues revised upward by听roughly $16.5鈥痓illion, the Governor now presents a balanced budget for 2026鈥�27 and 2027鈥�28,听maintaining听reserves and ending each year with positive balances.听听

This balance, however, is achieved through a combination of higher revenues and deliberate policy solutions, including approximately $14鈥痓illion in budget actions such as revenue increases, spending adjustments, borrowing tied to Proposition 98 obligations, and the use of tools like the Temporary Surplus Holding Account (TSHA) to shift resources across fiscal years听

The Legislative Analyst鈥檚 Office (LAO) acknowledges that the May Revision successfully balances the budget over the next two years but raises important concerns about the underlying fiscal condition of the state.听

The LAO emphasizes that the state is heavily relying on the one-time funding sources for its鈥� ongoing structural deficit issues. The plan relies heavily on听roughly $20鈥痓illion听in reserve withdrawals and suspended deposits, along with borrowing and the use of the Temporary Surplus Holding Account (TSHA) to manage timing differences between fiscal years.听听

Despite a strong revenue environment, the LAO concludes that California now faces a structural imbalance, where ongoing expenditures exceed ongoing revenues. Under current projections, the state is expected to face operating deficits of about $10鈥痓illion annually in the听out years, even after the improvements reflected in the May Revision.听听

The LAO also highlights that revenue growth is heavily dependent on volatile capital gains, meaning that even a modest market downturn could quickly reverse the state鈥檚 fiscal gains and lists a heavier impact to the California Community College funding.听

Next Steps in the State Budget Process:听

The post-May Revise phase follows this sequence of events:听听

• Subcommittee Reviews:听Budget subcommittees in the Assembly and Senate review the May Revision proposals, integrating them into their respective legislative budget frameworks.听

• LAO Analysis:听The Legislative Analyst鈥檚 Office (LAO) continues issuing detailed, rolling analyses of the May proposals to inform these hearings.听

• Legislative Deadline (June 15):听The Legislature must constitutionally pass a balanced budget bill by midnight on June 15. The bill typically must be in print by June 12 to meet the 72-hour rule before being voted on.听

• Conference Committee & Negotiations:听Differences between the Assembly and Senate versions are reconciled, often through a joint legislative听budget听conference committee.听

• Final Passage and Signature:听After both houses vote on the final compromise package, it is sent to the Governor for final approval and signature before the fiscal year begins on July 1.听

State reserves are听anticipated听to a total of听$23 billion听at the end of 2026鈥�27. 听Of which,听$4.1 billion听is听anticipated听to serve a Public School System Stabilization Account (PSSSA) for Proposition 98.听听

Leadership Transition Update: Dr. Tawny Dotson Appointed the Eighth Superintendent/President at MSJC听

I am pleased to share that Dr. Tawny Dotson has been named the eighth Superintendent/President of Mt. San Jacinto College by its Board of Trustees. She will assume her new role on July 1, 2026.

Dr. Dotson has served as听President of 糖心破解版 since 2020, providing steady, values鈥慸riven听leadership during a pivotal period for our colleges. Over the past six years, she has made lasting contributions to 糖心破解版, the 糖心破解版, and the California Community College system鈥攈elping guide the college through the challenges of the COVID鈥�19 pandemic; advancing student success; supporting enrollment growth; strengthening workforce and K鈥�12 partnerships; and championing the modernization of college facilities.

On behalf of the听糖心破解版 Board of Trustees, and our district鈥檚 students, faculty, and staff, I extend my heartfelt听congratulations听to Dr. Dotson on this听well鈥慸eserved听career advancement, along with my sincere appreciation for her leadership and service to our district. We are grateful for her impact and wish her continued success as she begins this next chapter.

We will be scheduling an opportunity prior to her departure to formally recognize Dr. Dotson and share our thanks and best wishes.

To ensure continuity during this transition, the听District听will听initiate听a search for an听Interim President for 糖心破解版, with the goal of bringing a recommendation forward for Board consideration at the听June Board听meeting. The search for YC Interim President is underway.

Meet Your Staff:听Jay Vang听

Jay Vang serves as an adjunct instructor in the Automotive Technology department at Yuba Community College, where he primarily teaches Intro to Automotive. Over the past two years鈥攕ince joining the District in Spring 2024鈥攈e has focused on helping students build听a strong foundation听in vehicle operation and repair while sparking their motivation to learn more.听

What Jay enjoys most about his role has evolved over time, but one thing stands out:听passing down听his knowledge to the next generation of automotive technicians. He values the idea of leaving a meaningful legacy by teaching and guiding his students toward success.听

While Jay may come across as serious, he shares that he enjoys joking around and bringing laughter into the classroom when the time is right. Having experienced the pressures of the automotive industry, he understands how important it is to balance听hard work听with moments of humor to ease stress.

Outside of work, Jay appreciates both relaxation and adventure. He enjoys unwinding on the couch, but also spends time outdoors fishing, biking, cruising, and hiking.听He鈥檚听explored many trails to take in waterfalls and scenic views, which give him a deep appreciation for both the natural world and how far society has come. He also enjoys cooking and considers himself a bit of a foodie, often inspired by food videos to create dishes for family and friends. Driving through mountain passes and the countryside is another favorite pastime.听

One valuable lesson Jay has learned during his time at the听District听is that learning never stops. He emphasizes the importance of learning from younger generations, using those insights to better connect with and motivate his students.听

Right now, Jay is most excited about being part of his students鈥� journeys鈥攚hether they pursue careers in automotive technology or other fields. Simply being a source of guidance and encouragement as they strive for something better is incredibly rewarding to him.听

Though he听doesn鈥檛听follow a specific quote or motto, Jay often says, 鈥淭he quicker we get it done, the quicker we get to rest,鈥� a mindset that reflects his strong work ethic and efficiency.听

Jay is especially passionate about encouraging students and听reinforcing听that they are on the right path toward their future careers. His friends would describe him as someone who puts his full effort into everything he does, often going the extra mile鈥攚hether听it鈥檚听perfecting a meal or making sure a vehicle is repaired correctly.听

As for his adventurous side, Jay once went skydiving on a whim after some friends suggested it鈥攁n experience he proudly checks off his bucket list.听

Trustees Harris, Cassidy, Cornelius, Ortiz, and Garcia, along with Chancellor Pan and Vice Chancellor Kaur, spent April 28 at the State Capitol participating in 糖心破解版 Advocacy Day. The visit was highly productive, with the team engaging in meaningful discussions with several legislators and representatives, including Senator Cabaldon, Senator Dahle, Assemblymember James Gallagher, and Assemblymember Mike Fong. Throughout the day, they actively advocated for the needs and priorities of rural colleges, emphasizing funding for COLA for SEAP,听deferred听maintenance, opposing SB 226 as is written today, opposing SB 1262,听and the critical role these institutions play in supporting their local communities and workforce development.

Meet Our Staff: Jacki Sizemore, Fiscal Analyst – Payroll听

Jacki serves as the District鈥檚 Fiscal Analyst for Payroll, making sure employees and student workers are paid accurately and on time.听She鈥檚听become a go-to resource for payroll questions and has worked hard to document and improve processes along the way. Whether听it鈥檚听something in Colleague or beyond, if she听doesn鈥檛听have the answer,听she鈥檒l听find it.听听

Jacki celebrates three years with the District on March 20, 2026. In that time, she听has advanced听from Senior Accounting Technician to Payroll Technician and now Fiscal Analyst for Payroll.听

When she needs to focus, Jacki listens to epic soundtracks like听Gladiator,听The Lord of the Rings: The Fellowship of the Ring,听Pirates of the Caribbean: The Curse of the Black Pearl, and music from听Outlander.听

Outside of work, she enjoys time with her family, especially as her four-year-old son prepares for his first T-ball season! She also loves reading and is currently immersed in听The Red Lion: The Elixir of Eternal Life.听Her favorite book is听Into the Water, and her听top听movies are听Gladiator听and听Goodfellas.听

One of the most valuable lessons Jacki has gained听at听the听District听is the importance of communication and collaboration. Working across departments has shown her how open dialogue, active listening, and respectful assertiveness are essential to solving challenges and reaching the best outcomes.听

Her personal motto, inspired by her dad, is:听鈥淓very day above ground is a good day.鈥�听It鈥檚听a reminder to approach life with gratitude and resilience.听

Her friends would describe her as dependable, detail-oriented, honest, and genuinely caring 鈥� someone who listens well and brings听a great sense听of humor to any conversation. Much of her spare time is devoted to meaningful family bonding time.听

Fiscal Updates

District Budget Update: Upcoming Board Consideration of FY 2025鈥�26 Revision and FY 2026鈥�27 Tentative Budget听

The 糖心破解版 is providing an update on the Fiscal Year 2025鈥�26 budget and听anticipated听Governing Board actions related to both the current and upcoming fiscal years.听

FY 2025鈥�26 Mid鈥慪ear Budget Revision听

When the Governing Board adopted the FY 2025鈥�26 Proposed Budget on September 11, 2025, the District听anticipated听that a future revision would be听required听once Yuba County completed its year鈥慹nd financial transition and issued the final cash report for June 30, 2025. Yuba County鈥攚here the听District鈥檚听funds are held鈥攊mplemented a new financial system, which created substantial challenges in producing听accurate听cash reports for the past year and a half.听These issues delayed the availability of reliable financial information needed for District reconciliation and planning.听

This spring, Yuba County was finally able to produce the final June 2025 cash report, enabling the听District听to reconcile all beginning fund balances. As a result:听

• The beginning fund balance has been updated from $28,736,474 to $30,368,795,听

• An increase of $1,632,321, which now reflects the verified cash position entering FY 2025鈥�26. 听听

Updated Revenue Expectations for 2025鈥�26听

The First Principal Apportionment (P鈥�1) currently reflects a 3.04% deficit factor, driven听largely by听the timing of preliminary revenue estimates, which historically increase as more complete data becomes available. Combined with the Administration鈥檚 proposed $88.7 million in听additional听2025鈥�26 SCFF funding in the Governor鈥檚 Budget, no deficit is expected at Recalculation.听

Based on this updated statewide information, the听District听is adjusting its deficit factor assumption to 0% for the FY 2025鈥�26 Mid鈥慪ear Budget Revision and听anticipates听receiving 100% of SCFF funding for the year.听

Systemwide Growth and Local Impacts听

The SCFF includes a statewide growth听component听that is distributed proportionately across the California Community Colleges system. For 2025鈥�26 and 2026鈥�27:听

• The district is expected to receive a proportionate share of funded growth,听

• However, 糖心破解版 currently has unfunded growth in both the current and upcoming year, meaning the听District听is not projected to earn growth funding under current conditions.听

• If statewide conditions change and听additional听funded growth becomes available, the听District听may earn some growth funding, but it is premature to assume any growth revenue at this time.听

All adjustments鈥攊ncluding the updated beginning fund balance, removal of the deficit factor, and revised revenue expectations鈥攁re incorporated into the FY 2025鈥�26 Mid鈥慪ear Budget Revision, which the Governing Board will consider on April 9, 2026.听

FY 2026鈥�27 Tentative Budget听

The Governing Board will consider the Tentative Budget for Fiscal Year 2026鈥�27 at its meeting on June 11, 2026. Development of the Tentative Budget will be based on:听

Assumptions听

• The State鈥檚 May Revision, including the latest statewide revenue projections.听

• District revenue assumptions aligned with known state funding parameters such as:听听

• Anticipated Earned Cost鈥憃f鈥慙iving Adjustment (COLA),听

• District鈥檚 growth (based on the state鈥檚 available funding),听

• SCFF funding levels,听

• Any other state, federal, and local adjustments known at the time.听

District-Level Expenditure Assumptions听

The Tentative Budget will include adjustments necessary to meet all District obligations, including:听

• Collective bargaining agreement increases,听

• Step and column salary increases,听

• Health benefits cost increases,听

• Pension contribution increases (STRS and PERS),听

• Inflationary costs, including:听听

• Software licensing and technology subscriptions,听

• Services and operating contracts,听

• Supplies and other ongoing operational expenses.听

Commitment to Fiscal Responsibility听

The听District听remains听committed to transparent, responsible, and data鈥慽nformed financial stewardship. We appreciate the continued support of our district community as the Governing Board considers both the FY 2025鈥�26 Mid鈥慪ear Budget Revision and the FY 2026鈥�27 Tentative Budget.听

Health Benefits Update (TCSIG)听

As part of the听District鈥檚听budget planning for the FY 2026鈥�27 Tentative Budget, it is important to note that the Tri鈥慍ounty Schools Insurance Group (TCSIG) has experienced significant increases in overall health care costs听as a result of听claims experience and migration of the plans. In response, TCSIG has adopted a two鈥憏ear strategy to gradually phase in premium increases across its medical plans.听

For the upcoming benefit year, TCSIG has approved the following听anticipated听premium increases:听

• PPO Plans (Premier Plus, Premier, Standard, Basic): 4.8% increase听

• High Deductible听Health Plans (CDHP, PPO Low, CDHP Low): 17.6% increase听

• Kaiser: 10% increase听

• Dental and Vision Plans: 0% increase听

In previous years,听high deductible听health plans were not covering their full cost, resulting in these plans being supplemented by other plan types. To address the imbalance鈥攁nd to limit potential migration from PPO plans into underpriced high鈥慸eductible options due to PPO premium increases鈥擳CSIG is adjusting premiums for high鈥慸eductible plans this year to stay on the course of the adjusting premiums over the two years.听

These cost adjustments will be incorporated into the听District鈥檚听expenditure assumptions for the FY 2026鈥�27 Tentative Budget, alongside other required adjustments such as step and column increases, collective bargaining requirements, rising pension costs, and inflationary pressures on subscriptions, software, services, and supplies.听

Additional听information about medical plan changes and the open enrollment process will be provided by Human Resources in the coming weeks.听

Happy Retirement Dr. Sonja Lolland!听

Dr. Sonja Lolland is retiring from 糖心破解版 after over 20 years of service in the California Community College System, including her role as the Vice Chancellor of Education and Planning from 2019 to 2026. During her tenure at 糖心破解版, she led significant initiatives such as pandemic response, FCMAT Studies, Auto Degree Awards, Enrollment Re-Engineering, and collaborating with academic senates of both colleges. Prior to this, she held leadership roles at Hartnell College, 糖心破解版, and Sierra College. Her career has been marked by dedication to students and academic excellence, leaving a lasting legacy appreciated by her colleagues, the District Chancellor, and the Governing Board.听

Meet Our Staff: Laura Daly听

Laura Daly has been shaping students鈥� futures at 糖心破解版 since October 1998, when she taught her first video course on Halloween. As a full-time Early Childhood Education Professor, she loves seeing students get excited about what听they鈥檙e听learning and听applying听it in their lives and careers.听

A former competitive fencer, Laura鈥檚 CSUN team placed second in the nation for a year. Today, she enjoys spending time by the ocean, cooking (especially Greek dishes like spanakopita), and pursuing creative projects, including听writing听and illustrating a children鈥檚 book,听鈥淚n the Garden with Dinky鈥�.听

Her favorite books include The Bible and Anne of Green Gables, and she enjoys cooking shows when she has downtime. After a long day, she unwinds with听a good meal, a hot shower, a cup of tea, and rest.听

Laura focuses on excellence, kindness, and a positive attitude in her teaching. She sees teaching as a form of continuous learning, gaining new perspectives from her students and colleagues. She is especially passionate about Zero Textbook Cost (ZTC) courses and trauma-informed teaching, creating more affordable and supportive learning experiences for Lake County students. So far,听she鈥檚听developed 11 ZTC courses, is working on two more, and has written two OER textbooks, with a third underway.听

Friends describe Laura as caring, thoughtful, organized, and funny, with a talent for making the best spanakopita. Though methodical by nature, she once spontaneously brought home a puppy named Jaxson from a local animal rescue.

Her favorite quote, which she shares with students, reflects her approach to life:听

鈥淕race and peace be unto you.鈥�听

Whether in the classroom, at the ocean, or in her kitchen, Laura Daly combines creativity, dedication, and compassion to make a lasting impact on her students and community.听

2025-2026, 2026-2027 Academic Calendar Revisions听

The Academic Calendar Committee voted and approved revisions to the 2025-26 and 2026-27 Academic Calendars to remove the distinction between 6-week and 8-week timelines, allowing classes to be scheduled with greater flexibility to meet student needs. This will also remove confusion surrounding deadlines, which vary by class, and听assist听with registration challenges.听

As outlined in the Academic Calendar Committee’s Charter, the recommended revisions were听submitted听to FA糖心破解版 and received approval.听听

Sabbatical Leave Committee Updates听

This year, three applications were听submitted听for sabbatical consideration. Following a thorough review, the Sabbatical Leave Committee听submitted听two applications for approval to the Board on January 8, 2026.听听

Kevin Ferns –听Language Arts Faculty 鈥� Woodland Community College
Kevin鈥檚 proposal includes a combination of doctoral research and curriculum development aimed at integrating AI鈥慹nhanced learning into online English courses. His sabbatical activities will include:听

• Completing his dissertation on AI and education听

During Fall 2025, the Sabbatical Leave Committee undertook a focused review and revision of the district鈥檚 Sabbatical Leave Application and associated guidance materials to improve clarity, usability, and alignment with current expectations for faculty proposals.听

This effort was informed by issues surfaced during the current application cycle, including areas where applicants听required听additional听guidance on proposal scope, deliverables, and compliance with听minimum听requirements.听

The updated form and related recommendations are scheduled for presentation to DCAS for review and consideration in early 2026.听

ASCCC AI/Perplexity Presentation to DCAS听

Melissa Ha and Aree Metz in partnership with Academic Senate for California Community Colleges (ASCCC), arranged for Carlos Guerrero and Michael Stewart to present at the February 5 DCAS meeting. The presentation highlights the district鈥檚 ongoing work in artificial intelligence and instructional innovation. AP 4775 鈥� Artificial Intelligence in Instruction was created and approved by DCAS on November 7, 2025.听听听

Unleashing Leaders Project听

糖心破解版 continues to partner with Unleashing Leaders (UL) to advance key operational and student鈥慹xperience projects across the district. This fall, UL supported the launch of the听Softdocs听Enterprise Document Management implementation. Departments were asked to听identify听a project听lead听to听participate听in the districtwide kickoff and planning process, which will guide form automation, workflow improvements, and the shift to an integrated document management system.听

UL has also been coordinating User Acceptance Testing (UAT) and scheduling for Digital Enrollment (DE) Forms and related workflow sessions, ensuring steering鈥慻roup participation and alignment as new forms and processes move toward deployment.听

The State Chancellor鈥檚 Office released several key guidance memos Fall 2025, all of which have been shared with DCAS and campus leadership. These memos support 糖心破解版鈥檚 ongoing policy alignment, curriculum updates, and compliance planning for 2025-26.听听

听听

Regulatory Revisions to the Course Outline of Record听)听

Effective October 24, 2025, Districts must update local policies and procedures by April 22, 2026, with full COCI implementation due by Fall 2030. The course outline of record (COR) is one of the most significant documents in our system. It defines, in broad but essential terms, the structure and expectations of a course (what students will learn, how learning will be measured), and the academic standards that apply. These amendments affirm the role of the COR as a living document that both safeguards rigor and reflects our collective commitment to听equitable听student success.听

Burden鈥慒ree Access to Instructional Materials ()听

The new regulation requires that district governing boards adopt policies guaranteeing student access to textbooks and supplemental materials on the first day of class. Practices that meet this requirement include adopting and adapting open educational resources (OER) or providing initial textbook chapters听in accordance with听copyright allowances. In addition to first-day access, governing boards must also adopt policies that strengthen student access to all other instructional materials before they are听required听in any course. The goal is to reduce both financial and administrative burdens on students throughout the term. While advancing these efforts, district policies must uphold faculty responsibility and academic freedom in the听selection听of instructional materials. Additionally, the regulation calls for college districts to support student-centered practices that promote the use of zero-cost and OER materials.听

Meet Our Staff:听Sierra Ronning, Executive Director of Advancement 鈥� 糖心破解版 Foundation听

Sierra Ronning recently joined the听District听as the new Executive Director of Advancement. In her new role,听she鈥檚听looking forward to building relationships across the听District听and learning what makes each campus unique.听She鈥檚听excited to work alongside faculty, staff, and community members to strengthen support for students and help create opportunities that make a meaningful, lasting impact.听

A fun fact about Sierra: her first job out of college was working in hunting and fishing television鈥攅ven though听she鈥檚听never hunted or fished. Outside of work, she enjoys reading, taking long walks, exploring听farmers听markets, and spending time with friends鈥攗sually somewhere that includes听good food听and听great conversation. Her favorite movie is听About Time, a story she loves for being heartfelt, thoughtful, and a little unexpected.听

Sierra is听a big fan听of Taylor Swift and the San Francisco 49ers and appreciates how听both music and sports have a way of bringing people together. After a long day, her favorite way to unwind is going for a walk, listening to an audiobook or music, or relaxing with comfort shows like听Schitt鈥檚 Creek,听Ted Lasso, or听Friends.听

One of the best pieces of advice Sierra lives by comes from听Ted Lasso: 鈥淏e a goldfish,鈥� a reminder to let go, reset, and move forward. She also finds inspiration in a favorite quote by Martin Luther:听鈥淲e are not yet what we shall be, but we are growing toward it鈥� this is not the end, but it is the road.鈥�听It鈥檚听a sentiment she loves for its reminder that growth is听ongoing听and the best is still ahead.听

Though听she鈥檚听only been with the听District听a short time, Sierra says听she鈥檚听already been struck by the deep commitment people have to students and the community鈥攁 shared sense of purpose she finds incredibly powerful.听She鈥檚听especially passionate about access and opportunity, and the ripple effect community colleges have on students, families, local employers, and entire communities.听

Her friends would describe her as creative, genuinely caring, and someone who helps turn ideas into something meaningful. And when it comes to spontaneity, Sierra admits that one of her biggest leap-of-faith moments was adopting her cat, Gus. As she puts it,听鈥淪ome of the best decisions come with a little initial panic.鈥�

Fiscal Update

Governor鈥檚 Proposed 2026鈥�27 Budget, LAO Overview, and CCC Funding Details听

The听听reflects听stronger鈥憈han鈥慳nticipated听revenues, reporting $42.3鈥痓illion above prior projections听largely due to听stock鈥憁arket鈥揹riven capital gains and AI鈥憆elated investor activity. While this improves the state鈥檚 near鈥憈erm fiscal position, the administration still听identifies听a $2.9鈥痓illion deficit for 2026鈥�27鈥攕ubstantially lower听than the听nearly $13鈥痓illion听gap听anticipated听in the 2025 Budget Act.听听

However, the Legislative Analyst鈥檚 Office (LAO) projected in its听听that the state faced a significantly larger $18鈥痓illion deficit. While part of the difference reflects the timing of recognizing revenue receipts that flowed in after the LAO鈥檚 forecast cutoff, the Governor鈥檚 revenue estimates听remain听substantially higher听than the LAO鈥檚, driven by more optimistic assumptions about capital鈥慻ains鈥搑elated income stemming from equity鈥憁arket performance.听

California Community Colleges (CCC) Funding听

Ongoing Proposition 98 Adjustments听

The Governor鈥檚 Proposed budget the following key adjustments to the ongoing and one-time initiatives:听

Ongoing:听

• 2.41% COLA for SCFF apportionments 鈥� $240.6 million听

• 1.5% enrollment growth across two years 鈥� $87.2 million
  (1% in 2025鈥�26 = $55.3 million, 0.5% in 2026鈥�27 = $31.9 million)听

• $38.1 million ongoing increase for听Calbright听College听

• 2.41% COLA for select categorical programs including Adult Education, EOPS, DSPS, Apprenticeship RSI, CARE, and CalWORKs听

• $5 million scaling of the common cloud data platform听

State reserves are听anticipated听to a total of听$23 billion听at the end of 2026鈥�27.听听Of which,听$4.1 billion听is听anticipated听to serve a Public School System Stabilization Account (PSSSA) for Proposition 98.听

LAO Perspective & Risks听

The Governor鈥檚 2026鈥�27 Proposed State Budget is presented as roughly balanced, with the administration estimating a $3鈥痓illion deficit鈥攁 significantly improved position compared with earlier expectations. This improvement is driven听almost entirely听by the administration鈥檚听substantially higher听revenue estimate, which revises revenues upward by $42鈥痓illion from what was assumed in the 2025 Budget Act. These higher projections are based on recent strong income鈥憈ax collections tied to stock鈥憁arket gains and investor enthusiasm surrounding artificial intelligence.听

The Legislative Analyst鈥檚 Office (LAO), however, emphasizes that these gains are unlikely to be sustainable. In its November听Fiscal Outlook, the LAO estimated an $18鈥痓illion deficit, noting that its forecast purposely incorporates the strong risk of a stock鈥憁arket downturn鈥攁 risk the Governor鈥檚 budget does not factor into its revenue estimates. As the LAO explains, 鈥渟everal historically reliable signs鈥� point to an overheated stock听market, and听failing to account听for this volatility places the state on 鈥減recarious footing鈥� should a correction occur.听听

While the Governor鈥檚 higher revenue outlook improves the near鈥憈erm budget picture, the听听notes that these increases are partially offset by higher spending, including constitutional requirements under Proposition 98 and Proposition 2, as well as higher baseline costs across programs such as Medi鈥慍al, debt service, and state employee compensation. Even with these optimistic revenue assumptions, the budget is only 鈥渞oughly balanced鈥�,听and both the administration and LAO project large multiyear deficits鈥攂etween $20鈥痓illion and $35鈥痓illion annually鈥攊n the years ahead.听听

Stable but caution鈥慺lagged outlook, with heightened Proposition 98 risk

The Governor鈥檚 budget听maintains听core program funding for community colleges and adds targeted increases鈥攕uch as COLA for apportionments, limited enrollment growth, and selected student鈥憇upport and technology initiatives鈥攔esulting in a听roughly balanced听state budget of about a $3鈥痓illion deficit for 2026鈥�27.听
However, the COLA is not extended to several key equity and student鈥憇uccess programs, including Student Equity and Achievement (SEA), Strong Workforce, Umoja, and AANHPI programs, limiting inflationary relief for essential听supports.听

The LAO warns that this stability is fragile because the Governor鈥檚 revenue projections do not incorporate the strong risk of a stock鈥憁arket correction. The LAO听identifies听鈥渟everal historically reliable signs鈥� that the stock market is overheated, meaning the听additional听revenues driving the Proposition 98 guarantee may not materialize.听

If revenues fall short, Proposition 98 would adjust downward, reducing available funding for K鈥�14鈥攄irectly affecting community college apportionments, growth funding, and categorical support. This creates a heightened risk of mid鈥� or out鈥憏ear volatility, particularly given that community colleges depend heavily on Prop鈥�98鈥檚 share of General Fund revenues.

Enrollment growth funding remains modest and may not keep pace with actual recovery听

The Governor proposes 1.5% systemwide enrollment growth over two years, preserving operational continuity but falling short of the stronger enrollment rebounds many districts are experiencing.听

On November 10, Trustees attended the grand opening of the 24/7 Sports Bar at the Hard Rock Hotel & Casino. This year marks the 40th anniversary of the Sacramento Kings coming to California, where the team held its 1985 and 1986 training camps at 糖心破解版.听

糖心破解版 men鈥檚 basketball coach Doug Cornelius joined Trustees and college leaders to receive a $10,000 donation from Hard Rock in recognition of the Kings鈥� 40-year legacy and their historic connection to Yuba County. Meet Our Staff: Robert Stoddard, Fire Technology听Coordinator听and Instructor听

If听you鈥檝e听ever walked through the 糖心破解版 Fire Technology program,听there鈥檚听a good chance听you鈥檝e听seen Robert Stoddard in action鈥攇uiding cadets through drills, sharing hard-earned wisdom, or simply encouraging the next generation of firefighters to reach for their full potential.听

Robert has been a dedicated member of the 糖心破解版 community since 1988, serving as the Fire Technology Coordinator and Instructor. Over the years,听he鈥檚听trained countless students who have gone on to serve in fire departments across the region.听听

He enjoys preparing future firefighters for a career in the fire service and helping both volunteer and career firefighters enhance their skills and prepare for promotions. Robert鈥檚 passion for teaching mirrors his lifelong connection to the fire service and his belief in the value of hands-on learning.听听

Outside the classroom, Robert鈥檚 interests might surprise you. A self-proclaimed LEGO enthusiast, he not only collects them but also builds elaborate creations in his dedicated LEGO room! When听he鈥檚听not building or teaching,听you鈥檒l听often find him听tending听his garden or spending time with family and friends.听

Robert鈥檚 favorite book is听The Hunt for Red听October,听his go-to movie is the original听M.A.S.H., and his favorite TV show is the classic听NCIS. After a long day, he enjoys winding down by planning his next vacation with his wife.听

When reflecting on his career and the wisdom听that鈥檚听guided him, Robert recalls advice from his father:听

鈥淚f you love what you do, you鈥檒l never work a day in your life.鈥�

That advice has clearly served him well. Today, Robert says听he鈥檚听most excited about continuing to invest in the future of the fire service鈥攕omething he does every day through his students.听

He also carries with him a favorite quote that he shares with every new academy class:听

鈥淭he meaning of life is to find your gift. The purpose of life is to give it away.鈥� 鈥斕�William Shakespeare听

And in true Robert fashion, he continues to live by that philosophy, giving back to his community in new ways. Most recently, at age 61, he took on a new challenge鈥攂ecoming the Fire Chief of the Meridian Fire Protection District.听

With a lifetime of service, passion, and a few听LEGO听builds along the way, Robert Stoddard is a true example of what it means to find your gift鈥攁nd share it generously.听

Meet Our New Associate Vice Chancellor of Human Resources: Chris Little听

With over 25 years of experience in human resources within the public sector, Chris brings a wealth of expertise in recruitment and selection, classification and compensation, benefits and leaves, workplace accommodations, labor and employee relations, and human resources operations. Chris has served as Executive Director of Human Resources at Butte College since 2016, where he has overseen all HR functions for faculty and staff, led recruitment and selection processes, managed benefits and compensation, and chaired the Equal Employment Opportunity Advisory Committee. Prior to Butte College, Chris held diverse HR roles at Butte County, CSU Monterey Bay, El Dorado County, Glynn County, and the City of Yuba City, consistently demonstrating a commitment to best practices, compliance, and service excellence. Chis earned a Master of Public Administration from CSU Dominguez Hills and a Bachelor of Arts in Economics from CSU Chico.听

Meet Our Staff: Pao Lee 鈥� 糖心破解版 Counselor听

Since joining 糖心破解版 in 2016, Pao Lee has dedicated herself to supporting students as a Counselor in General Counseling and the Veterans Resource Center. For her, helping students navigate their educational paths isn鈥檛 just a job鈥攊t鈥檚 a calling. She finds joy in walking alongside students on their journey and takes great pride in seeing them reach their goals.听

Pao is passionate about student success and values the meaningful connections she builds across campus. She enjoys the close-knit environment of 糖心破解版, which allows her to create deeper, more personal experiences with students and colleagues alike.听

A proud community college alumna from Sacramento City College, Pao knows firsthand the challenges students face and is dedicated to helping them succeed. She believes community colleges are places where 鈥渘ew beginnings can grow鈥� and is grateful to play a role in shaping those experiences.听

Her enthusiasm extends to her colleagues as well鈥攕he鈥檚 especially proud to be part of what she describes as a wonderful and supportive counseling team that shares a strong bond and a commitment to student success.听

Outside of work, Pao enjoys spending time with her family, exploring nature, and going on spontaneous trips. She loves being adventurous and has traveled to Florida, Oregon, and Nevada, with hopes of taking a cross-country road trip one day.听

Her favorite book is Rabbit: A Memoir by Patricia Williams, and she likes to unwind by watching movies, documentaries, or TV series with her family. The best advice she鈥檚 ever received was to never change who you are, and she lives by Audrey Hepburn鈥檚 words:听

ACCJC Accreditation Site Visits听

ACCJC Peer Review Teams visited Woodland Community College, September 15-16, and 糖心破解版, September 17-18. 听Overall, the visits went well.听 At the scheduled Exit Meetings, the Peer Review Teams provided both colleges with initial findings, including commendations for their great work and recommendations for continuous improvement in specific areas. In the coming weeks, the Visiting Teams will finalize their reports and submit them to ACCJC Board for review and action.听

Our colleges’ faculty, staff, and administrators do incredible work in serving students and the communities. The Governing Board, College and District Leadership express their deep appreciation to all college faculty, staff, and administrators who devoted a great deal of time to preparing for the ISER Reports and hosting the Peer Review Teams鈥� visits over the past two years.听

Celebrating Democracy in Action:听Congratulations听to President Navarette and Dean Reed听

We are proud to announce that Dr. Lizette Navarette and Dr. Shannon Reed of Woodland Community College have been selected to receive the Democracy Works Award by the League of Women Voters. The League will honor the two leaders at the Davis Veterans Memorial Center Multipurpose Room, located at 203 E. 14th Street on Thursday, October 9.听

The League of Women Voters is committed to informing voters on local politics and increasing access to voting and information. The League is a non-partisan, grassroots organization dedicated to voter education and empowering citizens to shape better communities across the nation.听听

Meet Our Staff: Samantha Dana听

Say hello to Samantha Dana, 糖心破解版鈥檚 new Vice President of Instruction. She鈥檚 only been with the District for a short time, but she鈥檚 already inspired by the teamwork and strong sense of community she鈥檚 found here. 鈥淭he power of community is so evident in how 糖心破解版 operates,鈥� she says. 鈥淚t鈥檚 beautiful to see how we serve students and also support one another as faculty and staff.鈥�听

Samantha is passionate about the life-changing impact of community colleges. As a first-generation college graduate, she knows firsthand how education can open doors. She鈥檚 especially excited to cheer on the Niners this season and to help students connect their education to four-year universities and careers.听

Outside of work, Samantha has a curious and adventurous spirit. Her first job was teaching leatherworking and metalworking at a Scouting camp, and she still loves exploring new things. She enjoys traveling and has made spontaneous road trips to Quebec, Seattle, Brian Head, and Wyoming 鈥� where she swears she found the best chai in the country. These days, she鈥檚 on a quest to find the best chai in Northern California, so recommendations are welcome!听

A few fun facts: she鈥檚 a big Saturday Night Live fan, loves all things Halloween (haunted houses, parades, and spooky conventions), and unwinds with her family and an iced chai. She lives by the motto: 鈥淪tay ready so you don鈥檛 have to get ready.鈥� Thoughtful, driven, and passionate, Samantha brings that same energy into her new role at 糖心破解版.听

2025鈥�26 Budget Adoption听

On September 11, 2025, the 糖心破解版 (糖心破解版) Governing Board adopted the Final Budget for Fiscal Year 2025鈥�26.听

State Budget and CCC System Overview听

The State of California鈥檚 2025鈥�26 Budget, enacted on June 27, 2025, was developed amid a $12 billion shortfall (even after the state鈥檚 plans to close gap of $30 billion prior) driven by market volatility, rising Medi-Cal costs, and anticipated federal funding reductions. Despite these challenges, the budget maintains stable funding for the California Community Colleges (CCC) system and includes:听

• $217.4 million for a 2.30% COLA to the Student-Centered Funding Formula (SCFF)听

• $26.8 million COLA for select categorical programs听

• $140 million for 2.35% enrollment growth (phased over two years)听

Proposition 98 Rainy Day Fund Fully Depleted听

• The 2025鈥�26 State Budget confirms that the Proposition 98 Rainy Day Fund (Public School System Stabilization Account) will have a zero balance by the end of the fiscal year. After a full withdrawal of $8.4 billion in 2023鈥�24 and a $455 million withdrawal in 2025鈥�26鈥攖riggered by a decline in the Proposition 98 Guarantee鈥攖he fund is now completely exhausted.听

• This means the state will no longer have a reserve mechanism to protect K鈥�14 education funding (including California Community Colleges) from future economic downturns or revenue shortfalls, increasing the risk of volatility in funding for schools and community colleges.听

District Funding Outlook and COLA Expectations听

The State Chancellor鈥檚 Office advance apportionment calculation for 2025鈥�26 is based on P-2 enrollment data reported in April 2025, which reflects only 0.02% of the 2.30% COLA being earned by 糖心破解版. However, this preliminary estimate does not reflect the district鈥檚 final reported enrollment of 7,262 for 2024鈥�25, which includes an increase of 89.22 Credit FTES.听

Based on these updated figures, the district is planning to earn the full 2.30% COLA in 2025鈥�26 and therefore the budget assumes earning of the COLA in the budget. These projections reflect 糖心破解版鈥檚 continued focus on improving enrollment, student success outcomes, and SCFF performance metrics.听

Budget Revision Plans听

The proposed budget for adoption is based on preliminary cash reports from May 2025, which were received in late July and do not capture all funding received at the county level. Once the final cash reports from Yuba County are received and reconciled, the district will bring forward a revised budget to ensure alignment with actual revenues and to reflect the full scope of earned apportionment.听

This approach ensures that the district remains fiscally responsible and responsive to evolving state and local funding conditions, while continuing to prioritize student access, equity, and institutional sustainability.听

Bond Refinancing Saves Taxpayers $1.26 Million听

At the July 10, 2025, Regular Board Meeting, the Governing Board authorized the issuance and sale of 2025 Refunding General Obligation Bonds (up to $18 million) to refinance the district鈥檚 2015 Bonds, which were eligible for early redemption on August 1, 2025.听

Key Outcomes:听

• $17.675 million in Measure J bonds refinanced at lower interest rates听

• $1.26 million in savings passed directly to local taxpayers听

• Total taxpayer savings from all 糖心破解版 bond refinancings now exceed $100 million听

• The district maintains a strong AA2 credit rating from Moody鈥檚听

糖心破解版 worked with Dale Scott & Co., its municipal advisor since 2016, and Blaylock Van, LLC, the bond purchaser. Dale Scott presented a full overview of the refinancing initiative and taxpayer savings at the September 11th Board meeting.听

鈥淭his refinancing reduces borrowing costs, passes savings directly to the community, and reflects our ongoing commitment to sound fiscal management.鈥�听

Employee Retention Tax Credit (ERTC) Update: $3.76M Secured Through Federal Tax Credit (net credit)听

In March 2023, the Board approved an agreement with Synergi Partners to assess 糖心破解版鈥檚 eligibility for the Employee Retention Credit (ERC) a federal tax credit for employers impacted by COVID-19.听

Process and Results:听

• 糖心破解版 was found eligible for Q1 & Q2 of 2021, with a total credit of $6,990,086.73听

• The district filed with the IRS on January 31, 2024听

• On August 11, 2025, 糖心破解版 received $4,150,920 for Q1 2021:听听

• $3,208,815 in ERC credit听

• $942,105 in IRS-issued interest听

After a 12% contingency fee to Synergi Partners, the District retains $3,765,835. The board approved to designate these funding sources towards capital-related needs.听

鈥淭his success was made possible by the initiative of Vice Chancellor Kuldeep Kaur and the dedicated efforts of Divinder Bains and Kathleen Miller, who led the complex documentation and filing process.鈥澨�听
